RC approves MSEDCL-APML's procurement of 125 MW

The Maharashtra Electricity Regulatory Commission approved the PPA between MSEDC and Adani Power for procurement of additional 125 MW under case-1 competitive bidding guidelines.

This is in addition to the already approved quantum of 2600 MW, which Maharashtra State Electricity Distribution
Company Limited L has tied up with Adani Power with 1200 MW, Indiabulls Power Limited with 1200 MW and Emco Energy Limited with 200 MW.

The order is unique in the sense that as per the extant competitive bidding guidelines, no further amendments to arrangements are allowed beyond the request for proposal  stage. In this regard, objections were raised by various stakeholders, including Belapur Industries Association and Prayas Energy Group, alleging that the levelised tariff of Rs 3.28 per kWh is higher than the earlier PPAs.

The Commission while approving MSEDCL`s petition has maintained that the approval is a special case since quantum of power procurement is less and it is not advisable to start a fresh process through competitive bidding process. Hence, the present case should not create a precedence.
