Uzbekistan opens proposals submission for solar plants dev’t

The deadline for submission is on 10 October at 4 pm, Tashkent time.

The Ministry of Energy and National Grid of Uzbekistan launched a request for proposal stage for bidding to select independent power producers that will develop solar photovoltaic projects in three locations.

In a statement, the ministry said the three sites included in the tender have a total capacity of 500 megawatts (MW), 250MW of which is located in the Bukhara region, 150MW in the Namangan region, and 100MW in the Khorezm region.

Winning developers will be mandated to design, finance, operate, maintain and transfer the solar plants, the ministry said, adding that a battery energy storage system has been added to the project scope in the Bukhara site.

The request for proposals is open to the 11 prequalified bidders who passed the prequalification criteria, following the shortlisting of potential bidders for the projects announced on 30 March 2022.

Prequalified bidders were Abu Dhabi Future Energy Company PJSC–Masdar from the United Arab Emirates, Alarko Holding AS from Turkey, Elsewedy Electric S.A.E from Egypt, ACWA Power Company from Saudi Arabia,  and Nebras Power QPSC from Qatar.

Also amongst those prequalified were ReNew Power Private Limited - Ajlan & Bros Energy Company Consortium from India and Saudi Arabia, Solarpack Corporación Tecnológica S.A. from Spain, Voltalia SA from France, and GD Power–Powerchina Consortium, Jinko Power Technology Co. Ltd., and TBEA Xinjian SunOasis Co. from China.

The submission deadline is on 10 October 2022 at 4 pm Tashkent time.

The tender is led by the Ministry of Energy of the Republic of Uzbekistan, the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan and the Public-Private Partnership Development Agency under the Ministry of Finance of the Republic of Uzbekistan, whilst the International Finance Corporation serves as the lead transaction advisor to government for the project.
