THDC invites EoI for 444 MW Vishnugad Pipalkoti HEP & 16 MW Dhukwan small HEP

HDC India Limited, a joint venture (JV) of the central government and government of Uttar Pradesh, has invited expressions of

interest (EoI) from reputed firms and consultants to provide consultancy services for registration of its two projects namely, Vishnugad

Pipalkoti hydro electric project (HEP) and Dhukwan small HEP as clean development mechanism (CDM) projects with the United Nations Framework

Convention on Climate Change (UNFCCC). The primary objective of these assignments is to boost THDCIL participation in CDM projects.
The scope of work of the appointed agency will include:
8Preparation of Project Idea Note (PIN) and Project Design Document (PDD) using the most recent guidelines and formats provided by the CDM

executive board. This would including conducting a baseline study to establish the baseline scenario and estimate emission reduction. This

would also include preparation and submission of a new baseline and monitoring methodology in case the existing methodologies under CDM aren't

applicable.
8Assistance in selection of an appropriate validation agency among the existing UNFCCC accredited Designated Operational Entity (DOE).
8Assistance in validation process which would include preparation of response to the queries of the validation agency as well as the queries

of the general public, stakeholders and the Ministry of Environment and Forests (MOEF).
8Assistance in registration process which would include preparation of response to the queries of UNFCCC in case the project goes in review.
For reference purposes, the 444 MW Vishnugad Pipalkoti HEP has been envisaged as a run-of-river scheme to harness the energy of the Alaknanda

river for power generation. The project would afford an annual energy generation of 1,656.4 GWH on 90% dependability basis. The 24 MW Dhukwan

small HEP is located on Betwa river of Uttar Pradesh and expected to generate 97.82 MU of energy annually at 46.53% load factor.
